Financing Programs

Airport and Industrial Revenue Bonds: St. Clair County and the Southwestern Illinois Development Authority can issue both taxable and tax-exempt financing to fund eligible development in and around the Airport.

Tax Increment Financing: The City of Mascoutah has in place a Tax Increment Financing district adjacent to the Airport. Developers may benefit from the TIF through a variety of incentives centered on the captured property taxes that are generated for eligible projects.

State and Local Financing Programs: The State of Illinois and St. Clair County offer several innovative, non-conventional financing programs providing a blended, below market rate for certain eligible projects.

Utility Incentives: Utility companies serving the St. Louis region offer financial assistance through incentiverates, financing, and loans to new and expanding businesses with significant energy needs. In addition, Illinois is in the process of deregulating utilities.

JOINT-USE FACILITY: Scott Air Force Base, home of the United States Transportation Command, is part of this joint-use facility. This arrangement helps MidAmerica St. Louis Airport and Scott reduce operational and maintenance costs.
